The Senate failed to move a Republican bill forward on Thursday that included about $500 billion in new aid. The bill did not receive the 60 votes needed to pass in the Senate, with the chamber split 52-47. All Senate Democrats who were present and one Republican, Sen. Rand Paul of Kentucky, voted against the bill.
